What is a Temporary Skill Shortage visa (subclass 482)?

Temporary Skill Shortage visa (subclass 482) or “TSS visa” is a work visa which allows Australian employers to sponsor a person from overseas to work in their business in Australia.

This particular work visa was introduced on 19 March 2019. It replaced the Temporary Work visa subclass 457 which has been abolished by DHA.

If you have the skills to fill a job position with an Australia employer who is looking to recruit you then you may be eligible for the the TSS visa.

There are three (3) streams to the TSS visa:

The Short-Term stream

Short-term stream

This is for employers to source genuine temporary overseas skilled workers in occupations included on the Short-term Skilled Occupation List (STSOL) for a maximum of two years (or up to four years if an international trade obligation applies).
Short-Term TSS Visa (482)
  • Occupation on STSOL (additional for regional)
  • Renewable once onshore (2+2 max in total onshore) + more offshore
  • IELTS overall 5 (no skill below 4.5) or equivalent
  • NO Permanent residency pathway
  • Show intention of temporary stay (GTE requirement)

Employer must pay the Australian Market Salary Rate (AMSR)

Medium-term stream

This visa stream enables employers to address Medium term labour shortages by bringing in genuinely skilled overseas workers where employers cannot source an appropriately skilled Australian.
Medium Term TSS Visa (482)
  • Occupation on MLTSSL (additional for regional)
  • Renewable onshore and unlimited times
  • Pathway to Permanent residency (after 3 years)
  • IELTS 5 (no skill below 5) or equivalent
  • 2 years of relevant work experience required
  • No age limit
  • Meet health and character requirements
  • Employer tests the Australian labour market before an application to sponsor (LMT)
  • Employer must pay the Australian Market Salary Rate (AMSR)

Long-term stream

This visa stream enables employers to address Long term labour shortages by bringing in genuinely skilled overseas workers where employers cannot source an appropriately skilled Australian.
Long Term TSS Visa (482)
  • Occupation on MLTSSL (additional for regional)
  • Renewable onshore and unlimited times
  • Pathway to Permanent residency (after 3 years)
  • IELTS 5 (no skill below 5) or equivalent
  • 2 years of relevant work experience required
  • No age limit
  • Meet health and character requirements
  • Employer tests the Australian labour market before an application to sponsor (LMT)
  • Employer must pay the Australian Market Salary Rate (AMSR)


You can select the stream that applies to you by referring to the Consolidated Skilled Occupations list. If your occupations make you eligible under the short-term stream then maximum time period that your TSS visa will be approved for is two (2) years. If your occupation makes you eligible under the medium-term stream, then the maximum time period that your TSS visa will be approved for is four (4) years.

What are the eligibility requirements to apply for a Temporary Skill Shortage visa (subclass 482)?

The general requirements of the TSS visa are that:

  • You have an occupation on the Consolidated Skilled Occupations list
  • You have been nominated for a job position by an Australian employer that wants to recruit you to work for them
  • You have the relevant skills and qualifications for your occupation
  • You have at least two (2) years of work experience in your occupation
  • You have vocational English language ability
  • You can satisfy DHA requirements for good character and health
  • If you are in Australia, you have a substantive visa, or a bridging visa A, B, or C and you have complied with your visa condition.

Note :- There is no age requirement for the TSS visa.

What are the general requirements for employers to apply for a Temporary Skill Shortage visa (subclass 482)?

Employers who sponsor foreign nationals to work in Australia on the TSS visa are required to:

  • Be a lawfully operating business
  • Have no adverse information against the business
  • Nominate a job position for the foreign national worker that is full-time and genuine
  • Satisfy salary and employment condition related requirements
  • Provide evidence of Labour Market Testing if required

How do I apply for a Temporary Skill Shortage visa (subclass 482)?

You must meet the following requirements in order to apply:
  • Have a knowledge of the English language;
  • Arrange to have health insurance during your stay in Australia; and
  • Meet the health and character checks required for all Australian visa applicants
Find an employer who is willing to sponsor you to work in a job position in Australia Employers can complete the employer sponsorship application online through the Department of Home Affairs (DHA).
Once you find an employer, you will need to have them nominate you for the TSS visa. You can apply for the visa at the same time your employer lodges their applications to sponsor and nominate you. Employers complete the employer nomination application online through the DHA.
Once the employer nomination application is submitted, you can apply for the 457 visa online through the DHA.
It can take several months for the DHA to make a decision on your visa application. In 2018, the processing time for the TSS visa is 11-18 days.
Once your application is approved, you will receive your visa and can start work in Australia.

Q)1. Why has the 457 visas been replaced with the TSS 482?
A). The main reason for this change was to help fill any gaps in the Australian job market. Processing times are also expected to be greatly reduced, according to The Department of Home Affairs. It usually takes around 30 working days to receive the TSS 482 Visa where under the 457 Visa it took up to three months.

Q)2. How do the changes to the Visa affect doctors looking to come and work in Australia?
A). Without going into the technical details of the visa, the main change that affects doctors looking to come to Australia is the change to the Labour Market Testing requirement (LMT). LMT is required for GPs, but most other doctor specialties have been granted an exemption to LMT. The LMT enables the government to closely manage the distribution of GPs working around Australia and requires the employer to show they have tried unsuccessfully to recruit an Australian GP first.
The TSS 482 Visa is a temporary visa which permits the holder to live in Australia, while working full-time for the employer that is sponsoring them, in the nominated position for up to four years. Applicants for a TSS 482 Visa may include partners and dependent family members in their application (partners can also work).
For doctors looking to come and work in Australia for the first time, the frustrating delay between signing your employment contract and actually being in a position to start work should generally be much shorter than the previous six to nine months.

Q)3. Can I work as a locum on a 457 or 482 when I already have a full-time job?
A). Doctors under the TSS 482 Visa, like the 457, can work for employers other than the visa sponsor. So, if you have a full-time job and can take leave, then as long as you have General or Specialist Registration with AHPRA, we can arrange locum work for you.

Q)4. Can I work as a full-time locum on a 482 or 457 Visa?
